We have two of these chairs. At age 12 months, our kids were able to sit in these chairs and to stand up from them to take their first steps. By age 4, my daughter has mostly outgrown the chairs, but she still loves them. They are very stable, but made of soft, sturdy, lightweight foam. They don't topple over (unless your kid really wants to topple the chair!) They are light enough for a toddler to move around, and soft enough that they can't hurt the kids. Highly recommended.
